(1) The following public documents authenticated in accordance with the Act or this regulation shall be published in the following part of the Nepal Gazette for the information of the general public:-
(a) Constitution or declarations similar to constitutions, Part: 1
(b) Act or Ordinance, Part: 2
(c) Rules, orders or letters of authority issued by the Government of Nepal, Part: 3
(d) appointments or other notices under the Constitution, Part: 4
(e) Notice to be published in the Gazette under Acts, Rules or Orders or in accordance with the decision of the Government of Nepal, Part: 5
(f) Treaties to which Nepal is a party, Part: 6
(2) According to sub-rule (1), when publishing notices in the Nepal Gazette, in the case of laws, ordinances or treaties, the secretary of the Ministry of Law, Justice and Parliamentary Arrangements, in the case of rules, by the secretary of the relevant ministry, and in the case of other notices that are to be implemented by the ministry, the secretary of the ministry or at least as authorized by him. It will be published by gazetted officers up to the second grade.
(3) Notwithstanding anything written elsewhere in this rule, orders or decisions that can be executed without publication in the Nepal Gazette shall not be published in the Nepal Gazette.
(4) If there is a dispute as to whether or not a notice should be published in the Nepal Gazette, the matter shall be as decided by the Ministry of Law, Justice and Parliamentary Affairs.
